Abstract	In connection with the lack of the information platform of China water environment information disclosure system at present and combined with the innovation of national water environment management system and public needs about water environment information disclosure, the paper discusses the system design of China water environment information disclosure system, which includes system structural design, user, function and database design; Further, a platform of China water environment information disclosure has been realized with the support of Web-GIS. The disclosed information includes: the national major water environment monitoring information and evaluation information, national provinces and main cities water environment behavior information and evaluation information, public participation information. With the water environment information disclosure, the public, enterprise and government can more deeply realize that some economic activity will bring problems of water environment and there are a lot of deficiencies in water environment protection work; The pressures from the public can impulse enterprise or polluter to take related measures to protect the water environment, that can reduce the water environmental pollution caused by the economic development; At the same time, water environment protection work will be strengthened by using the power of the public; On the other hand, we should take measures, such as information disclosure, public participation and so on, to protect the water environment, and mobilize all social forces to joint participation in environmental protection.
